Manuellita Hermes Rosa Oliveira Filha, Ph.D.

Manuellita Hermes Rosa Oliveira Filha, Ph.D. is Federal Attorney at AGU – Attorney General’s Office, Brazil.

Manuelitta is Permanent Professor of the Postgraduate Program in Constitutional Law at The Brazilian Institute of Education, Development and Research (IDP) where she lectures on Constitution, Democracy and Rule of Law, and Comparative Constitutional Law.

Manuellita works on research in the areas of Comparative Law, Constitutional Law, and International Human Rights Law, with an emphasis on “transjudicial communication”, Regional Human Rights Courts, social rights, citizenship, democracy, constitutional process, and constitutionalism, with a focus on feminist and anti-racist constitutionalism.

She has been Federal Attorney General since 2007 and Full Representative of the Federal Attorney General’s Office. Since 2023 she has been Member and Coordinator of the Working Group on Ethnic and Racial Equality of the Diversity and Inclusion Committee both at the Federal Prosecutor’s Office (AGU). She is also Mentor of the Mentoring Program of the Attorney General’s Office.

Since 2018, Manuellita has been working as Researcher at the Federal University of Maranhão, UFMA, Brazil. She is in two Research Groups, Culture, Law & Society where she works on International Human Rights Law and Regional Justice Systems and Human Rights and Constitutional Challenges Research Group, where she works on Transnational Justice and Challenges to Human Rights.

Since 2023 she has been Professor for the Postgraduate Program in Public Advocacy at the Escola Superior da AGU and General Coordinator for Judicial and Administrative Affairs at the Ministry of Human Rights and Citizenship, MDHC.

Since 2020, Manuellita has been Researcher in The Center for Research in Comparative Constitutional Law at the University of Brasília and Collaborating Professor of the Undergraduate Course in Law at University of Brasília (UnB) since 2022, where she lectures on Models and Paradigms of Legal Experience and Monograph Project.

Previously, in 2019, she was Visiting Professor at the Università degli Studi Mediterranea di Reggio Calabria, in Italy and Visiting Researcher at the Max Planck Institute for Social Law and Social Policy in Munich, Germany, in 2016 and 2017, and at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, Germany, in 2016.

Manuelilita is a Member of the International Association of Constitutional Law (IACL/AIDC), the International Society of Public Law (ICON-S), the Center for Comparative Constitutional Studies (CECC) of the University of Brasília (UnB), and of the World Academy of Art and Science (WAAS).

She is Associated with ANAFE (Association of Federal Public Attorneys), APD (Public Attorneys for Democracy), and ABJD (Brazilian Association of Jurists for Democracy).

She is Former Editor-in-Chief of Suprema – Journal of Constitutional Studies. She is Member of the Editorial Board of the General Journal of Comparative Public Law and of the Advisory Board of the Journal of Law Students of the University of Brasília.

Manuellita is also a Journal Reviewer for the Journal of Public Law, the Journal of the Graduate Program in Law of UFBA, the Journal of Federal Public Advocacy, and the Journal of Colombia Internacional.

She is General Coordinator of Judicial and Administrative Affairs of the Legal Consultancy of the Ministry of Human Rights and Citizenship.

She was Advisor to the Minister of the Supreme Federal Court between 2019 and 2022, and Secretary of Advanced Studies, Research, and Information Management between 2022 and 2023 at the Federal Supreme Court (STF) in Brazil. Read Baiana Manuelita Hermes is considered for the STF.

Previously, between 2006 and 2007, she was a lawyer for the Brazilian Petroleum Company Petrobras. Manuellita earned her Ph.D. in Law and Guardianship from the Università degli Studi di Roma Tor Vergata, UNIROMA, Italy in 2022 with a co-supervision period at the University of Brasília with the thesis “The Comparative Argument In Brazilian Constitutional Jurisdiction: The Perspectives On America And Europe In The Jurisprudence Of The Federal Supreme Court”.

She engaged in development of her doctoral research as a visiting researcher at the Max Planck Institute for Comparative Public Law and International Law, Heidelberg, Germany and at the Institut de recherche en droit international et européen de la Sorbonne (IREDIES) in Paris, France.

She earned her Master’s Degree in Contemporary Law Systems from Università degli Studi di Roma Tor Vergata, UNIROMA, Italy in 2017 with the thesis “Free Movement Of Workers And Social Security Regulatory Coordination: A Comparative Study Between The European Union And The Southern Common Market”.

After obtaining her Master’s, Manuellita did her Specialization in Advanced Training in Constitutional Justice and the Protection of Rights from the University of Pisa, UNIPI, Italy. Her work was titled “Brazil’s Entry as an Effective Member of the Venice Commission and the influence developed in the Supreme Federal Court — the citation of precedents of the European Court of Human Rights”.

Manuellita earned her Bachelor’s Degree in Law from the Federal University of Bahia, UFBA in Brazil in 2006. Her graduation work was titled “The Construction of the Constitutionalization of the European Union”. After graduation, she did her Specialization in State Law at UFBA.

In 2019, Manuellita published her first book Free Circulation of Workers and Social Security: Comparative Study between the European Union and Mercosur.
